Job Summary

Merit full-time Position, Grade 809, 40 hours per week.

Performs lead public safety communications work for the County's central communications control center. Work involves supervising a shift responsible for receiving emergency 911 and non-emergency calls for police, fire, rescue and emergency medical services, and dispatching such calls to appropriate service. The work requires a good knowledge of the organization and programs of the division and relieves the Division Chief of the day-to-day supervision of shifts. The work requires prior Public Safety Communications experience. The work has unusual demands in terms of responding to callers under stress and requires emergency medical dispatch training. The work is performed under general supervision.

Essential Job Functions/Other Duties/KSA
Supervises shift engaged in answering emergency 911 and non-emergency calls, and enters data into the Computer Aided Dispatching System, dispatching such calls to appropriate service (police, fire, rescue, emergency medical service). Provides emergency instructions such as CPR to callers.

Assigns warrants and protection orders that must be entered into METERS/NCIC and ensures that quality control checks are performed.

Responsible for daily oversight and supervision of CTO's and, in the event of an absence, filling in for a CTO.

Supervises shifts in a manner set forth by the Division Chief and as documented in the Standard Operating Procedures.

Responds to callers under stress and requires emergency medical dispatch training.

Monitors operations and work of personnel; trains and mentors new workers; counsels workers, approves leave, appraises performance; completes time sheets.

Calls back 911 hang-ups to verify information; notifies police as appropriate.

Receives, sends and processes teletypes.

Monitors public and emergency service radio frequencies.

Uses computer to access criminal justice information systems to obtain information for law enforcement officers and other authorized personnel.

Prepares control cards and maintains logs of calls, complaints, tests, time checks and other actions. Maintains operating statistics. Prepares shift summary reports.

Monitors alarm systems at the center and dispatches appropriate service when activated; monitors security cameras at the center.

Places calls for repairs to radios, pagers and other communications devices.

Uses computer to enter data into computerized criminal justice information systems.

Performs routine housekeeping at the center.

Maintains procedure manuals and files.

Tests equipment and devices for proper operation.

Notifies parties of government closings at the discretion of county officials.

Completes detailed daily shift summary.

Make notifications of major incidents to administrative staff.

Completes yearly evaluations of shift members they supervise.

Operational and administrative emergency communications procedures of Emergency Communications.
Modern office procedures and practices including operation of office equipment such as computers.
Ability to--
Supervise a shift of workers that are engaged in Public Safety Communications work in a disciplined manner as established by the Division Chief
Respond to calls for service promptly and accurately.
Speak clearly, listen well and relay information in a precise manner.
Operate keyboard in a proficient manner.
Interpret and apply detailed procedures.
Work well within an operational Chain of Command.
Handle stressful calls and dispenses technical and life-threatening information.
Adjust to a highly disciplined field of work.
Perform general office clerical work quickly and efficiently.
Deal effectively with the public in stressful situations.
Minimum Qualifications
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education:
High school diploma or GED equivalent.

Experience:
Five years of experience in an emergency service environment or progressively responsible multifaceted clerical work in data entry/keyboard functions which includes the past three years as a Public Safety Dispatcher I, must include considerable experience managing staff, daily operations, customer service and policy development and implementation.

Licenses or Certificates:
This position may require such certifications as mandated by the county, such as IAED Emergency Telecommunicator Instructor, Emergency Police/Fire/Medical Dispatch Quality Assurance, APCO Communications Training Officer, and applicable FEMA certifications.

Other Information
Special Requirements:
Subject to background investigation (which may include a polygraph or voice stress examination and a psychological test).
Provide medical intervention in accordance with standard protocol and direct others in doing the same.

Physical Demands:
Operation of keyboard devices for sustained periods.

Unusual Demands:
Required to work weekends, holidays, and rotating shifts to provide 24/7 coverage.

Subject to call in or to remain on the job with short notice for emergencies.
