Job Summary
Please note: A complete application is required to be considered for a position within Calvert County Government. Merit full time position, Grade 22, 35 hours per week. This position is eligible for telework.

Performs public relations and administrative duties to promote and facilitate a comprehensive recruitment and retention program for Calvert County's volunteer Fire/Rescue/EMS providers. Work involves communicating and administering recruitment and retention programs and requires a self-motivated individual with the ability to pay attention to detail. The work requires considerable experience in public relations. The position reports to the Fire/Rescue/EMS Division Chief and maintains a direct working relationship with the President of the Fire and Rescue Association and Chairman of the Recruitment and Retention Committee with regard to all matters pertaining to recruitment and retention.

Essential Job Functions/Other Duties/KSA
Coordinates efforts and advises the Fire and Rescue Association and the Recruitment and Retention Committee with the further development and implementation of all recruitment and retention programs. Maintains all program documents and official policies.

Staffs the Recruitment and Retention Committee to include recommending and preparing the agenda, related exhibits and minutes.

Implements the recruitment process to include maintaining a database on public responses to recruitment efforts and coordinates with the Volunteer Departments. Review response logs and other data to determine recruitment priorities.

Manages several retention programs, including Tuition Assistance, Child Care Assistance, and discount incentives.

Assists with Criminal Justice Information Center (CJIS) fingerprinting of volunteer Fire/Rescue/EMS applicants.

Coordinates and facilitates community outreach for recruitment with event managers of large community events and with County Recruitment and Retention Committee members.

Serves as a liaison to Fire/Rescue/EMS Chiefs, Presidents, Officers, State and National Recruitment and Retention Committee, and County Fire/Rescue/EMS volunteers.

Coordinates the Career Technology Academy Program with the County Public School System, Maryland Fire Rescue Institute, and the Fire/Rescue/EMS Department Chiefs.

Designs, writes and places print and broadcast media to increase the awareness of Fire-Rescue-EMS volunteer opportunities and recognition of Fire-Rescue-EMS volunteer achievements. Designs exhibit materials.

Writes press releases, writes and designs flyers and brochures and other written materials that inform the public and volunteer members about current programs, services and opportunities. Develops and administers public education programs such as "Make the Right Call."

Maintains the Fire-Rescue-EMS website, writes and designs the on-line, monthly Department of Public Safety newsletter.

Manages the tuition assistance program to include the application process, budget management, audit and recognition processes in coordination with the Recruitment and Retention Committee and the Volunteer Fire/Rescue/EMS Chiefs and President.

Manages the day care program to include the application process and budget management in coordination with the Recruitment and Retention Committee and the Volunteer Fire/Rescue/EMS Chiefs and President.

Develops and makes presentations to citizens, school groups, civic groups and other volunteer organizations to recruit volunteers and inform the public about the volunteer services.

Coordinates the Annual Volunteer Appreciation Day and coordinates other appreciation activities and programs.

Attends the meetings of the Recruitment and Retention Committee, President's Council, and upon request, the Fire and Rescue Commission and the Fire/Rescue/EMS Association to report on activities.

Performs basic financial analysis, coordinates with Finance & Budget, and prepares requisitions and vendor payments.

Manages the volunteer identification card and personnel accountability tag program.

May be required to assist with other Division activities, including but not limited to – Occupational Health Program and respiratory fit testing.

Other Duties
Performs related work as required.

Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)

Knowledge of --

Volunteer Fire/Rescue/EMS service in Calvert County.
Skill in --
Microsoft Windows, Microsoft Publisher and Microsoft Office Suite (Word, Power Point, and Excel).
Ability to --
Establish and maintain effective working relationships with others.
Communicate effectively in both oral presentations and in writing.
Work with a wide variety of groups and personnel.
Deal effectively with the public
Be innovative in establishing public relations programs related to recruitment and retention.
Minimum Qualifications
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education:
Associates degree in marketing, public relations, business, communications, marketing, or related field.

Experience:
Three plus years of progressively responsible experience in public relations with an emphasis in the fire, rescue, EMS or related field.

Licenses or Certificates:
Valid Maryland driver's license.

Other Information
Special Requirements:
Operation of County owned vehicle.
Subject to background investigation

Physical Demands:
Requires ordinary physical effort to sit, walk, stand, bend, reach, or to carry light items.
Operation of keyboard devices.

Unusual Demands:
Required to work beyond normal scheduled hours.
May be required to work evenings and weekends.
Subject to call in or to remain on the job for emergencies.

Nonexempt
